The two-piece design of the Cleveland 40-406 wheel offers a significant maintenance advantage. The wheel halves are secured together with a series of through-bolts and self-locking nuts. To change a tire, a mechanic simply deflates the old tire, removes the through-bolts, and separates the two halves, allowing the tire to be removed easily by hand. The new tire is then placed over the inboard wheel half, the tube is installed and slightly inflated, and the outboard half is placed on top and secured with the bolts. This process is simple, fast, and does not require the heavy pry bars and bead-breaking machines needed for automotive-style one-piece rims, dramatically reducing maintenance time and the risk of damaging the tire bead or wheel rim.

The wheel is of the divided type, incorporating inner wheel half and outer wheel half, which are fastened together with tie bolts, washers, and nuts. The wheel rotates on two tapered roller bearings which seat in bearing cups, shrink fitted into the hubs. Molded grease seals provide protection and lubricant retention for the bearings. Hubcaps, when used, are secured to the outboard wheel half by a snap ring and screws.
