The 49131-2 is a "last-chance" filter, a concept central to aerospace fluid system design. While the aircraft has main fuel filters, there is always a possibility of contamination being generated downstream of those filters (e.g., from a failing fuel pump or deteriorating hoses). The last-chance filter is a fine-micron, non-bypassing filter placed immediately before a critical component like the FCU. Its job is to catch any such internally generated debris. The stainless steel mesh construction is key; it is impervious to the high-velocity fuel flow and pressure pulses that could cause a paper or fiber media to shed its own material, which would defeat the purpose of the filter.
