The Whelen 01-0790101-02 is a capacitor-discharge power supply. Internally, it first uses an inverter to step up the aircraft's 28 VDC to approximately 450-500 VDC. This high-voltage DC is used to charge a large energy storage capacitor. The 24 Joule rating is a measure of the energy stored in this capacitor, calculated by the formula

When commanded by the timing circuit, a separate trigger circuit sends a very high-voltage, low-current pulse (thousands of volts) to the trigger wire of the xenon flash tube.
